The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration
This amendment states that the government can take taxes from whoever or for anything they choose. They can tax individuals and corporations without paying attention to state population. So the question is, can we live without tax revenue?
