The Congress shall have the power to enforce this article by appropriate legislation.
Five years after freedom, freed slaves finally receive the right to vote with this amendment.
Freed slaves could now vote.
Even though freed slaves, no citizens were given the right to vote, voting was still for representatives that would not represent them.
